Assistance to Refugees and IDPs in Serbia

Objectives:
Overall objectives:
Creation of durable solutions in order to address the IDP/Refugee challenge in Serbia in line with the National Strategy for Resolving the Problems of Refugees and IDPs and other relevant strategic documents.
Specific objective:
To facilitate the access of vulnerable refugees, IDPs and domicile poor to housing solutions and income generation support.
Activities:
The objectives of the project will be achieved through combination of three main activities:
- distribution of construction material sets;
- installation of prefabricated houses;
- income generation activities (support to small businesses and agricultural activities).
Construction material, in average value of up to 4500 EUR, will be provided to at least 80 refugee, IDP and socially vulnerable domicile families. This type of housing assistance is meant to help complete the construction of unfinished housing units, as well as to adapt housing units in bad condition, inappropriate for living. However, the precondition that has to be fulfilled is existence of appropriate legal basis for construction. This way the inadequate housing units that are unsuitable for living will be brought to the “ready to move in” state, thus enabling durable housing solutions for refugee and domicile families and enhancing living conditions of IDPs.
Planned distribution of construction material sets per city: 35 Sremska Mitrovica, 20 Smederevo, 25 Kraljevo.
20 prefabricated houses are aimed at durable solution of housing problems of socially vulnerable refugee and domicile families, as well as enhancement of living conditions of IDPs. This type of assistance will be available to the families that own plots for building with all necessary permits and infrastructure, but who have not started building, nor are able to do so on their own resources.
Planned distribution of prefabricated houses per city: 3 Sremska Mitrovica, 5 Smederevo, 4 Kragujevac, 5 Kraljevo i 3 Novi Pazar.
Income generation activities foresee grants in the form of equipment and material, as well as organization of business trainings, in the average value of 1540 EUR. At least 120 small businesses and agricultural activities will receive this type of support, enabling these families to achieve financial independence and get actively involved in their local economic environments. All the individuals included in this project component will have an obligation to appropriately register their activities.
Planned distribution of income generation activities per city: 40 Smederevo, 40 Kragujevac, 40 Kraljevo.
Current activities:
In December 2009, the contract with the main donor: EU, through the Delegation of the European Union in the Republic of Serbia was signed.
During February and March 2010, HELP signed contracts with the majority of other donors included in the project.
Start of information campaign and organization of information meetings in all cities covered by the project are expected to take place in April and May. During these meetings the project activities will be presented, along with types of assistance available and criteria and conditions under which it will be awarded. Furthermore, on this occasion all of interested potential beneficiaries will receive the application forms for participation in the project.
