Local disaster recovery framework guide

Huge efforts are invested in prevention and protection system in addition to the construction, reconstruction of houses and public buildings, support to farmers and micro and small businesses as well as in rehabilitation of the local infrastructure.

Having in mind the experience of the Republic of Serbia with 2014 floods, it was chosen among other countries for the country case study. Collected experiences and actions represent the ground for the recovery plan in case of disaster (“Local Disaster Recovery Framework Guide”). The case study is being implemented by the World Bank through the GFDRR – Global Facility for Disaster Reduction and Recovery, in cooperation with the EU and the Public Investment Management Office (PIMO).

Through the field visits, the WB and PIMO representatives met the representatives of the local administration, EU flood relief assistance implementing partners and the local beneficiaries of the EU flood assistance in Serbia.

The series of events and activities undertaken by the population, local and national administration and institutions as well as the donors assistance were recreated during the case study team visit to the Municipality of Svilajnac and meetings held with the local administration representatives.

Operational and administrative portion of the EU assistance for flood relief, details on methodology used in selection of beneficiaries, cooperation with the local and national stakeholders as well as the publicity and transparency aspects throughout the realization of the programme activities were presented in retrospect by an implementing partner (Help).

The EU assistance beneficiaries (tenants of a prefabricated house equipped with the basic furniture and appliances, tenants of the reconstructed homes, or the in-kind grant beneficiaries for the revival of income generating activities) also shared their experiences from the May 2014 floods and the recovery assistance of the EU to the flood relief in Serbia.
